Virus and Internet infections

Did you ever wonder who is watching all these poeple or companies who make Virus or infect you computer from the internet. If you or I were to become a hacker and enter a important computer (like military or governement) the first thing we would know is "We would be arrested
For the Second time in less than a month, my computer has been infected by a Virus created by a company ( www.winreanimator.com ) who wishes to sell it virus control program.It advertises as "Protect and Clean your PC" which is really FALSE advertising if they have first infected your computer.
Symantec Software Security Center, advises it customers on virus, explains
"The program reports and exaggerated system security threats on the computer." The actual danger is listed as medium but it took me 4 hours with help from a very good computer technical support site. And the work that is needed is dangerous like removing information from the Windows registry. WHY IS THIS ALLOW AND NOT CONTROLLED BY SOMEONE ???
Does the industry (computer support and development) continue to allow this without putting a control on it. Does our computers at home with our private finance, our private photos not count for being valuable. Is anyone watching ??? Does any one care.???
